Overview

LMI is seeking a Workforce Analyst at a consultant level to support the United States Postal Inspection Service (USPIS). The Workforce Analyst will collect, analyze, and interpret workforce, operational, and performance data to develop actionable insights that inform staffing decisions, skills gap assessments, and organizational planning. The position will require close collaboration with data scientists, human capital specialists, and federal law enforcement subject matter experts to design data-driven models and recommendations that strengthen mission readiness.

Responsibilities

Responsibilities will include:

  • Collect, clean, and analyze workforce and operational data, including staffing levels, attrition rates, caseload trends, and workload distribution.
  • Support development of workforce models and dashboards (e.g., in Power BI or similar tools) to forecast staffing needs and align resources to mission priorities.
  • Conduct interviews and workshops with federal law enforcement staff to validate workforce drivers and staffing assumptions.
  • Prepare detailed reports and presentations summarizing findings, trends, and recommendations for senior federal leadership.
  • Benchmark workforce practices against GAO, OIG, and OMB standards for strategic workforce planning.
  • Contribute to skills gap analyses and training pipeline assessments to ensure future workforce requirements are met.
  • Coordinate with policy and organizational analysts to integrate workforce analysis into broader strategic recommendations.
  • Ensure data integrity, transparency, and defensibility of all analytical outputs.

Qualifications

Minimum Requirements

  • Education: Bachelor’s degree in Public Policy, Human Capital Management, Industrial/Organizational Psychology, Business Analytics, Statistics, Economics, Computer Science, or related field.
  • Experience: 3–5 years of professional experience in workforce analytics, human capital consulting, or related field within a federal or consulting environment.
  • Technical Skills:
    • Proficiency in Microsoft Excel and
    • Experience developing dashboards using Power BI (or similar visualization tools, e.g., Tableau, Qlik, RShiny).
    • Strong quantitative analysis skills, including statistical methods and forecasting.
    • Familiarity with federal workforce planning frameworks (GAO, OMB, OPM).
  • Other Requirements:
    • Excellent written and verbal communication skills, with the ability to brief senior leadership clearly.
    • Strong organizational and project management skills, with attention to detail.
    • Ability to work autonomously on complex challenges, but coordiante collaboratively for solutions
    • Ability to obtain and maintain a USPS Public Trust clearance.
    • Desire and willingness to gain technical skills and capabilities in relevant fields such as strategy development, talent management, organizational change, workforce planning, data analysis and visualization

Desired Skills

  • Master’s degree in Data Analytics, Public Administration, Industrial/Organizational Psychology, or related field.
  • 5 - 7 years of professional experience in workforce analytics, human capital consulting, or related field within a federal or consulting environment.
  • Experience working on workforce planning or analytics projects with law enforcement or federal investigative agencies.
  • Certification in data analytics or visualization (e.g., Microsoft Power BI Data Analyst, Tableau Certified Data Analyst).
    • Experience with SQL, Python, or R for advanced analytics.
    • Experience with data science methods related to data architecture, data munging, data and feature engineering, and predictive analytics.
    • Familiarity with federal workforce challenges in IT/cybersecurity or law enforcement domains.
  • Experience contributing to GAO, OIG, or OMB workforce planning audits or projects.

Target salary range: $82,000 - $141,000
