Overview

We are seeking a motivated, digitally fluent Junior Human Capital Analyst to join our team. In this role, you will support the delivery of organizational development and learning initiatives for our federal clients within the NIH’s National Heart, Lung, and Blood Institute (NHLBI) Office of Management, Workforce Development Branch.

 

You will play a role in maintaining and modernizing human capital processes, designing engaging training materials, and supporting the execution of facilitated sessions. The ideal candidate is a fast learner who bridges the gap between traditional HR/learning & development and digital transformation. The work you do directly shapes how NHLBI develops its workforce, ensuring that one of the nation's leading biomedical research institutions has the learning infrastructure it needs to pursue its mission.

Responsibilities

  • Program Coordination: Manage the logistical lifecycle of facilitated sessions, leadership development cohorts, and Institute-wide training events. This includes scheduling, managing registrations, material preparation, and supporting virtual/in-person session delivery.
  • Evaluation & Analytics: Oversee the administration of post-training surveys and feedback loops; collect, organize, and synthesize participant data to report on program efficacy and suggest improvements to program stakeholders.
  • Compliance Management: Track and support the execution of annual compliance training mandates, ensuring high completion rates and accurate reporting for federal audits.
  • Client Relationship Management: Act as a central point of contact for project logistics, providing professional, timely, and accurate communication to government leads and program participants.
  • Process Documentation: Maintain project documentation, including participant trackers, meeting minutes, and updated project schedules to ensure the team remains aligned with client timelines.

Qualifications

Required Qualifications

  • Education: Bachelor’s degree in human resources, business administration, organizational development, or a related field.
  • Experience: 1–2 years of professional experience in administrative support, project coordination, or a human capital consulting environment.
  • Evaluation Aptitude: Proven experience in designing or administering feedback surveys (e.g., Kirkpatrick Model levels 1–2) and translating raw feedback into actionable insights.
  • Communication: Exceptional organizational and verbal communication skills; ability to manage multiple priorities and maintain professionalism in a client-facing, government-contracting environment.
  • Technical: Proficiency in Microsoft Office Suite (Excel, Outlook, SharePoint) for tracking and scheduling.
  • Core Competencies: Excellent time management skills, independent worker who can also collaborate with a team, critical thinking and problem-solving skills.

Desirable Qualifications

  • Technical: Familiarity with Microsoft Power Platform (Power Apps/Power Automate) to assist with light-touch process automation (e.g., survey distribution or attendance tracking) and AI (how to leverage agents and workflows to expedite work and provide efficiencies). Comfortable working at the intersection of human capital and emerging technology
  • Federal Government Expertise: Demonstrated understanding of the federal workspace; direct experience with Public Health agencies or the NIH is highly preferred.

Location

  • DC Metro Preferred – must be able to be at NIH once a month, with the willingness and flexibility to go in additional days if there is a special event.

Clearance

  • Ability to obtain a Tier 2S with Subject Interview: Moderate Risk Public Trust (MRPT).

 

 

Target Salary Range: $77,000 - $100,000
