LMI is seeking a skilled Human Capital Consultant at a customer office in Bethesda, MD. The position requires in-person attendance at least three days per week. Candidates should demonstrate an understanding of organizational design and workforce planning to assist in the design and development of highly visible projects. This role will be responsible for assisting communications and process specialists with templates and workflows in support of consistent messaging and organizational integration within the enterprise. Candidates must be able to acquire a Public Trust clearance. 

You will play a role in maintaining and modernizing human capital processes, designing engaging training materials, and supporting the execution of facilitated sessions. • Lead defined organizational development and design activities using structured methodologies and established frameworks, including assessing current and future-state organizational needs, defining roles and responsibilities, developing operating models, and identifying workforce and capability requirements.  
• Assess organizational impacts of change and develop the stakeholder engagement and communication strategies that drive adoption, including identifying affected groups, risks, and dependencies, developing mitigation strategies, and addressing stakeholder concerns as new processes, policies, and tools are introduced. 
• Design and deliver training and professional development initiatives, including needs assessments, curriculum and content development, training materials, facilitation, and evaluation. 
• Plan and facilitate scientific and strategic working groups, including meeting preparation, facilitation with senior leadership across the Institute, stakeholder coordination, synthesis of input, documentation of decisions and action items, and follow-up. 
• Manage assigned workstreams end to end, including developing project approaches and work plans, holding the schedule, producing client-ready deliverables such as organizational designs, charters, implementation plans, stakeholder engagement roadmaps, workforce plans, training materials, and briefings, flagging risks early, and absorbing emerging client requests without dropping committed deliverables. 
• Conduct qualitative and quantitative research and analysis using appropriate methods, frameworks, and tools; apply relevant research and industry best practices; and translate findings into practical options, recommendations, and solutions for clients. 
• Support the design of templates, workflows, and process tools that keep human capital and communications processes consistent across the enterprise. 

• Master's degree with 1 year experience, or Bachelor's degree with 4 years of experience
• Human capital management, strategy development, policy analysis, organizational design and change, workforce planning and analysis, and/or competency management experience 
• Experience in management consulting or a related professional services environment, with demonstrated experience contributing to client engagements and delivering high-quality work products. 
• Experience and knowledge of change management principles, methodologies, and tools 
• Ability to independently manage assigned tasks, workstreams, and deliverables, while collaborating effectively with project teams and seeking guidance when appropriate. 
• Demonstrated ability to develop clear, concise, and professional written and presentation-based deliverables, including reports, briefings, presentations, plans, and other client-facing materials. 
• Strong client and stakeholder relationship skills, with the ability to establish productive working relationships, respond to client needs, and communicate effectively with senior and executive stakeholders. 
• Demonstrated experience planning and facilitating working sessions and stakeholder meetings with senior professional and executive audiences, including synthesizing input and documenting decisions and outcomes. 
• Experience designing learning content, including needs assessment, curriculum or content development, and evaluation of training effectiveness. 
• Proficiency with Microsoft Office, including Word, Excel, PowerPoint, Outlook, and SharePoint. 

DESIRED EXPERIENCE/SKILLS:         

• Experience supporting federal government clients or working in a federal consulting environment. 
• Experience supporting scientific or technical organizations, programs, or working groups. 
• Experience with data analysis and visualization, organizational assessment, workforce analysis, or other quantitative and qualitative research methods. 
• Expertise in Power Apps, workflow automation, and process design.  
• Additional change management certifications or designations (e.g.: Certified Change Management Professional (CCMP), Prosci, etc.) 
• Additional facilitation experience, certifications, or designations (e.g.:CliftonStrengths and/or DiSC.)    

Target salary range: $120,000-$140,000
