Overview

LMI is seeking a Communications Specialist to lead strategic communications, knowledge management, executive and stakeholder content, reusable knowledge assets, publication quality, and Section 508 coordination for Department of Veterans Affairs (VA) modernization initiatives. 

 

This position follows a hybrid work model, with an expectation of approximately 25% onsite presence at LMI’s Tysons headquarters or Washington, DC.

 

This role treats communications and knowledge management as part of the operating model rather than as a final publishing step. The lead will help the team create a consistent narrative, make critical information easy to find and reuse, and establish quality controls so executive products and stakeholder-facing materials are accurate, accessible, current, and fit for purpose. 

The successful candidate will be a strong editor and information organizer who can move between executive messaging, technical content, knowledge architecture, accessibility, and stakeholder engagement. The role requires confidence working with subject-matter experts while preserving technical meaning and simplifying unnecessary complexity. 

The lead must also understand that communication quality is a feedback mechanism. Questions, repeated misunderstandings, outdated content, inaccessible artifacts, and low reuse are signals that the content system needs to improve. The role should use those signals to refine messages, templates, navigation, ownership, and publication practices over time. 

The ideal candidate can turn complex technical, clinical, analytical, and program content into concise, accessible materials while maintaining disciplined versioning, ownership, and reuse across a large federal environment.

Responsibilities

  • Develop stakeholder communications plans, executive messaging, and concise program narratives aligned to VA priorities.
  • Govern reusable guides, templates, evidence briefs, lessons learned, training materials, and knowledge repositories.
  • Establish publication, metadata, version-control, ownership, archival, and content-lifecycle practices.
  • Coordinate Section 508 accessibility quality for deliverables, dashboards, presentations, guides, and electronic content.
  • Edit and package technical, clinical, data, and program content for clarity, consistency, and audience fit.
  • Support executive briefings, recurring reporting, office hours, communities of practice, and stakeholder outreach.
  • Partner with HCD/UX, QA, developers, and program teams to improve usability and accessibility of user-facing content.
  • Capture reusable lessons so future teams can find, adapt, and apply prior work quickly.
  • Develop audience segmentation, communication objectives, editorial calendars, channel strategies, and message frameworks that support major program milestones and stakeholder decisions.
  • Create content standards for executive summaries, briefs, guides, templates, presentations, reports, and reusable knowledge products, including review and approval workflows.
  • Design knowledge taxonomy, metadata, navigation, ownership, archival, and search practices that improve findability and reduce recreation of existing materials.
  • Coordinate accessibility checks and remediation for common electronic formats, working with authors and product teams to address Section 508 issues before final publication.
  • Create feedback loops with stakeholders and delivery teams to identify recurring questions, content gaps, outdated guidance, and opportunities to improve message clarity or knowledge reuse.
  • Prepare senior leaders and subject-matter experts for briefings by shaping narratives, anticipating audience questions, simplifying supporting visuals, and ensuring key messages remain factually grounded.

Qualifications

  • Bachelor's degree in communications, journalism, knowledge management, technical writing, public relations, information science, or a related field. 
  • 7+ years in federal communications, knowledge management, technical writing/editing, executive communications, or related work.
  • Demonstrated ability to synthesize complex mission and technical information for executive and stakeholder audiences.
  • Practical knowledge of Section 508/WCAG, content governance, publication workflows, and knowledge repositories.
  • Recommended certification: DHS Trusted Tester, Certified Knowledge Manager (CKM), or comparable accessibility/knowledge-management credential.
  • Ability to satisfy VA personnel vetting and applicable security, privacy, records, and data-handling requirements.
  • Demonstrated portfolio of executive communications, technical editing, knowledge products, or stakeholder materials developed for complex federal, technology, health, or mission programs.
  • Experience establishing information architecture, taxonomy, metadata, publication governance, content ownership, and lifecycle management in SharePoint or a comparable enterprise repository.
  • Hands-on understanding of accessible document and presentation practices, including headings, reading order, alternative text, tables, color/contrast, links, and remediation workflows.
  • Exceptional command of plain-language writing, editing, synthesis, story structure, and information hierarchy, with the judgment to reduce jargon without losing technical or mission accuracy.
  • Experience using accessibility checkers, remediation techniques, document templates, and review workflows to produce compliant Word, PowerPoint, PDF, web, or other electronic content.

Desired Qualifications

  • 10+ years supporting VA, federal health, federal IT, or enterprise digital-transformation communications.
  • Experience with SharePoint, Microsoft 365, communities of practice, technical adoption, and reusable-asset governance.
  • Strong portfolio of executive writing, technical editing, and accessible electronic-content delivery.
  • Additional IAAP accessibility, technical-writing, project-management, or knowledge-management certification is preferred.
  • Experience using communication or knowledge analytics to understand content reach, search behavior, reuse, stakeholder questions, or areas where guidance is not being understood.
  • DHS Trusted Tester, IAAP accessibility credentials, Certified Knowledge Manager, technical-writing certification, or related training is especially valuable for this role.
  • Experience establishing editorial boards, content-owner networks, publishing calendars, or governance routines that keep large knowledge collections accurate and current.
  • Familiarity with communications supporting organizational change, technology adoption, communities of practice, or executive stakeholder engagement is preferred.

Target salary range: $110,000-$140.000
