Overview

LMI is seeking a Scrum Master to support Department of Veterans Affairs (VA) digital modernization and technology delivery initiatives. This full-time role provides hands-on Agile delivery leadership across multiple concurrent Scrum teams, helping multidisciplinary teams plan, execute, inspect, and improve work while maintaining clear visibility into commitments, dependencies, risks, and outcomes.

The Scrum Master IV will manage multiple Jira boards, facilitate core Scrum ceremonies, support backlog readiness, coordinate cross-team dependencies, remove impediments, and use delivery metrics to improve predictability and flow. The role partners closely with Product Owners, technical leads, designers, analysts, engineers, QA resources, and program leadership while preserving clear ownership of product, technical, and delivery decisions.

The successful candidate must operate beyond a single-team Scrum Master model. This individual should be comfortable balancing several teams, facilitating Scrum-of-Scrums and other cross-team coordination, improving Jira and Agile discipline, coaching teams toward greater self-management, and distinguishing team-level impediments from program-level dependencies. Strong facilitation, judgment, and data-informed delivery management are essential.

Responsibilities

• Serve as Scrum Master for multiple concurrent Scrum teams, adapting facilitation and coaching to each team's maturity, work type, composition, and mission priorities.

• Plan and facilitate sprint planning, daily Scrums, backlog refinement, sprint reviews/demos, retrospectives, and other Agile ceremonies; keep sessions focused, decision-oriented, and appropriately time-boxed.

• Own the day-to-day health of multiple Jira boards, including workflows, issue hygiene, sprint setup, statuses, dependencies, labels/components, dashboards, filters, and reporting views.

• Partner with Product Owners to maintain prioritized, actionable backlogs with clear acceptance criteria, dependencies, sequencing, and readiness for upcoming sprints.

• Track commitments, sprint progress, blockers, carryover, scope movement, defects, and delivery risks; surface material issues early and facilitate resolution or escalation.

• Coordinate dependencies across Scrum teams and shared resources such as engineering, data, architecture, UX/HCD, QA, security, platform, and other delivery functions.

• Facilitate Scrum-of-Scrums, cross-team planning, dependency reviews, and release-readiness discussions when work spans several teams or shared milestones.

• Use delivery measures such as velocity, throughput, cycle time, lead time, work in progress, burndown/burnup, aging work, and carryover to identify trends and support continuous improvement.

• Coach teams on Scrum values, self-management, estimation, work decomposition, sustainable delivery, definition of ready/done, and effective retrospectives without becoming the team's task manager.

• Coach Product Owners and stakeholders on backlog quality, prioritization, acceptance criteria, sprint goals, scope tradeoffs, and appropriate engagement with delivery teams.

• Remove impediments within the Scrum Master's control and work with program leadership to resolve organizational, resource, approval, environment, access, and cross-team barriers.

• Connect sprint-level execution to broader milestones and release objectives while maintaining transparency about capacity, constraints, dependencies, and forecast confidence.

• Prepare concise, Jira-based delivery views for program leadership that emphasize progress, risks, dependencies, decisions needed, and forecast confidence rather than activity counts alone.

• Mentor less-experienced Scrum Masters or Agile practitioners and contribute reusable ceremony guides, Jira standards, metrics definitions, and team-health practices across the program.

Qualifications

Required:

  • Bachelor's degree in business, information technology, engineering, computer science, management, or a related field; equivalent professional experience may be considered.
  • 7+ years of progressive experience in Agile delivery, Scrum, software/digital delivery, project delivery, or related work, including significant hands-on experience serving as a Scrum Master.
  • Demonstrated experience simultaneously supporting multiple Scrum teams or workstreams with competing priorities, cross-team dependencies, shared resources, and different levels of Agile maturity.
  • Advanced hands-on Jira experience, including board configuration, workflows, filters/JQL, dashboards, sprint management, issue hygiene, dependencies, reporting, and troubleshooting.
  • Demonstrated ability to facilitate sprint planning, daily Scrums, refinement, reviews/demos, retrospectives, Scrum-of-Scrums, and other Agile coordination forums for technical and multidisciplinary teams.
  • Strong understanding of Scrum roles, events, artifacts, commitments, empirical process control, team self-management, iterative delivery, and the appropriate boundaries of the Scrum Master role.
  • Experience using delivery metrics to identify trends, diagnose flow or predictability problems, and coach teams toward measurable improvement.
  • Experience coordinating cross-team dependencies and impediments involving engineering, data, architecture, UX/HCD, QA, security, platform, product, or other shared disciplines.
  • Strong facilitation, conflict-resolution, stakeholder-management, and communication skills, including the ability to improve accountability without relying on positional authority.
  • Recommended certification: Certified ScrumMaster (CSM), Professional Scrum Master (PSM I or higher), SAFe Scrum Master (SSM), PMI Agile Certified Practitioner (PMI-ACP), or comparable Agile credential.
  • Ability to successfully complete and maintain all required federal background investigation, suitability, and Public Trust requirements associated with the position, and comply with applicable VA security, privacy, training, records-management, and data-handling requirements.

Desired:

  • 9+ years of Agile or digital-delivery experience, including 5+ years serving as a Scrum Master, Senior Scrum Master, Agile Delivery Lead, or comparable role in complex enterprise environments.
  • Prior Department of Veterans Affairs, VHA, other federal, healthcare, or large regulated-enterprise delivery experience.
  • Experience supporting three or more concurrent Scrum teams and facilitating cross-team planning or Scrum-of-Scrums at scale.
  • Advanced Jira/JQL, Confluence, Azure DevOps, GitLab, Miro, Microsoft Teams, Power BI, or comparable Agile delivery and reporting tool experience.
  • Advanced certification such as PSM II/III, CSP-SM, SAFe Advanced Scrum Master, PMI-ACP, or comparable Agile coaching/delivery credential.
  • Experience coaching teams through maturity improvements, recovering underperforming teams, improving predictability, reducing work in progress, or resolving recurring carryover and dependency issues.
  • Experience supporting digital modernization, workflow transformation, data/analytics, automation, AI-enabled products, or other multidisciplinary technology initiatives.
